So somehow the cover for the city light decided to un due itself
Any ideas on how to fix this without buying a new headlamp?

Google Hella (or BMW E60) headlamp repairs or rewiring for disassembly methods. It ain't easy to get apart.
Some time ago I looked into taking it apart and there are a couple of videos on YouTube where they go at the glue around the whole brim of the headlamp and pry the front covering with like a wedge or a knife. To put it back you need the glue (I think silicone) to install the cover on the headlamp and create a tight seal and I believe that eBay actually sells these covers. But like banglenot said it is not easy to get apart and I did not go through the process. Here are some videos to give you an idea.

I did replace both my headlamps a few years ago when I owned my E60. Amazon sells OEM Hella headlamps for less than dealership cost is. Same exact part minus the BMW stamp (and $$$ markup) on the box.
