I think that's the reading if the sensors is not plugged in.

Yes, either sensor not plugged in, wiring problem, sensor defective. First check the wire plug going into the sensor, shown on Gale's site http://www.nmia.com/~dgnrg/page_2.htm
after you fixed it, it eill take quite some time till the indication goes slowly to the correct temperature

clock is Ok working good
I try to reconnect plug to the sensor it is same thing nothing change.

Sometime it was dropping temperature down itself up to -5C than came back to same as before -37C and it stays now for long.

and fog lights not working too even no light on dash when I turn switch on for fog lights.
Check the foglight fuses, see here the list, for example 2, 3 , 5, 7, 10, 13 , 14 http://shark.armchair.mb.ca/~dave/BMW/e32/e32_90.pdf
The the light control module = LKM could be the problem, pull the LKM out, remove the outer housing and plug the LKM in again, then squeeze the relays with foglight on http://www.bimmerboard.com/forums/posts/847563/
and finally it could be the foglight switch also

Did you ever fix this? If so, please tell us, it is important to get feedback when a problem has been solved. Worst threads are always those which are without final reply how a problem has been solved.

Yes -37 C that was fix. Fix was done by reconnect broken wire connector plug at sensor one of the wire was broken which goes to the outside temperature sensor that sensor is located near fog light passenger side. When OBC show -37 C. See picture of broken wire. In another car broken wire point can be in different location when broken wire point far away from plug reading could be different than OBD screen temperature numbers go lower. For an example in my OBD has broken wire almost at the plug and reading number was -37 C if broken wire will be 30cm away from plug you would have reading around -25 C.
