    The fuel filter as BB said could also be your problem.

    When the DME provides ground at pin 85 it will read maybe 0.4volts, not 2-3 volts.

    Could this jump solution be used as a trigger from an outside source (IE, a GM ECU) to turn the fuel pump on?

    Not the jump solution as that bypasses the relay. The proper standalone solution is just to trigger the relay. Should be a direct wire up replacement, unless the GM ECU fuel pump activation is switched-power not ground-switched. If the GM ECU is not ground switched, then just ground the other side of the relay activation coil. No reason to delete / bypass the fuel pump relay.

    This ain't really a question for this thread by the way, so better to undertake this convo in your swap thread.
