Chain guides timing - over my head?

So I have the flywheel pin in and am attempting to align the cams for block installation. With original chain still on, cams will not remain rotated to the correct position (resistance). Is this normal?

    Thanks.

Do you have the timing tools?
They have cam locks to keep the cams still as well as braces to hold the trigger wheels in place

I do have the tools but can't seem to keep the cam rotated to the right place to put the locks on. Wants to return to previous position. Should I have the plugs out?

Are you referring to the intake cams on both banks (particularly on bank 1)? Those always want to rotate around due to the Vanos system. I use a 27mm open wrench to position them and keep them in place while I install the cam lock blocks.

The cams are rotating because of the valve springs and lifters pushing up on the cam lobes, not due to the vanos.
Hold the cams with a 27mm wrench like Danny mentioned and then put the cam lock blocks on.
