headlight question

ok so I have a 04 525i with a build date of Jan 2004 an last night I noticed something about my headlughts while driving home from work, when I have my lights on that the led ring around both bulb housings are lit up but only the outside light has a light in it. I'm wondering if maybe my inner bulbs are out or if there is some other way to turn those inside ones on, I tried high beams everything and nothing I did would turn them on. I'm not talking about the outside light that turns with the wheels im talking about the hole closer to the center of the car, the led around it light up but there is no light in the center similar to how the outside ones are when turned on, from what I CAN SEE There are bulbs in there I just am lost as to how to turn them on, an I haven't gotten any message about them needing to be changed? if a pic is needed lmk an I will take one with them on pointing to which spot in talking about.

Do you have xenon headlamps? If so, the high beam is the same bulb as the low beam, but it's light output is controlled by a shutter. In that case, I think the inner bulb becomes the flash to pass light, and is only turned on when pulling on the blinker stalk.
