A while back, I replaced the dashboard which required removing steering wheel. Apparently when installing it back on, I did not connect something or didn't place wheel in a particular position so horn would blow. Any ideas/suggestions? All help is appreciated. Thanks!
I suspect that if your horn will no longer blow when it used to blow, possibly every time you wanted it to blow, that you may have accidentally married your horn.

If you don't have an SRS light, you probably didn't damage the slip ring connections on the "upstream" side. The horn switch is part of the airbag assembly. You could pull your airbag and check the switch for continuity and/or jumper out the harness to see if you can activate the horn it without the horn switch.
A DIY on that, which you probably don't need since you already know how to get in there.
