I had my 525i motor swapped to a 530i recently. My brother did the swap. He said he did not need to switch the ECU because the car started with original still in place.
The problem now is the ECU says OFF in my scan tool for everything except Misfire,MAF, etc. All other secondary systems is not available.
What can I do to get my car emissions ready? I live in Northern Virginia and cannot get tag decals until emissions is clear.

Okay. this should have worked fine. What scan tool are you using ? Does it start and run? If you are not able to read other modules, It sounds a little like an electrical issue & possibly a bad ground. You or your brother need to re-check all connections and ground connections that were disturbed as part of the swap. I left the ECU (DME) ground wire off and wasn't able to connect to the DME..then again the car would not start.
Have you done a couple official "Drive Cycles"? You know you have to drive it for a while / miles and to some degree multiple starts to get readiness?
Being sure you did a drive cycle of course.
There's an order to the "Monitors" being ready and they are interdependent, so, the last things to go will be Cats for instance, and if the O2s aren't ready you'll never get the cats.. you won't get the O2's if you don't get XYZ first etc. etc.
So you have to look at the things that aren't ready and work them through one by one....
Oh and - every time you clear codes you're resetting the drive cycle / readiness, you actually just may be fanatically clicking "clear codes clear codes" with your dopey little OBD reader, and constantly resetting all the readiness timers... which might just be the only problem...
