It was a New york car and probably the last New york car I will ever purchase. Ive been slowing restoring this car and now my attention is moving towards a complete suspension refresh front & rear. I have very little knowledge of rust. But I do want to address this problem before I spend more money.
Whats the most cost effective way to clean this up. Brush & some type of rust paint?
I've used POR-15 with good results on my E28.

When I worked in the marine industry, I became aware of a product called Ospho. It is a combination of phosphoric acid and other things that convert iron oxide (rust) to iron phosphate (not rust). It becomes the best primer for painting after the rust is treated, because it seals out oxygen which would cause the parts to re-rust. I have used it for decades and it's never failed me. Be careful with it - don't let it drip on concrete or you. It won't hurt rubber or plastic, so will work fine on the parts in your pics. Here is a link to the product.

P.S. You don't actually have to paint it after treatment. It's still sealed just by using the Ospho.

I've used ospho too. Seems to work well, but I usually paint it afterwards with rustoleum. Scrape, wire brush, sand, ospho, rustoleum. Oil undercoating works well too. I've tried the fluid film but notice it hardens up and vanishes after a while, so haven't really had tons of luck with that stuff.
Vermont cars are even worse!
