Getting ready to pull this engine and I thought I would check to confirm my suspicion of worn intake valves causing low manifold vacuum. No wonder all of the intake ports are black. She bubbles...

You would always do a compression test or leakdoen test to confirm
Won't be necessary here. There is so little compression that the engine turns over easily by hand. It ate dirt due to an incorrectly installed intake duct for a very long time. Probably 30k miles or more. Never seen valves this bad.
Running Rotella greatly reduced the oil consumption, seems to have freed the rings up. It still doesn't run quite right though. It idles poorly and the transition at low throttle between the ICV and throttle plate is clumsy. It makes good power though and still gets 28 mpg on the highway. If not for the driveability issues I'd run it.
These engines are really hard on exhaust valves and guides. Expect to have to replace all of them.
