E85 EPS doesn’t work without being “heat soaked”

My 2003 Z4 electric steering doesn’t work unless the ambient temp is about 85F and has been sitting in the sun. There are no codes That I have found with a BMW specific scanner that I have. (I forget the name of the scanner). I have looked on several forums but have not seen any posts with a similar problem. I’m guessing it’s the BCM or possibly the steering angle sensor. Does anyone know if you take the guts out of the EPS if it will lighten the steering at “parking” speed. I really don’t see why a car of this size/weight needs power steering anyway.

This is is my first posting and any thoughts or experiences would be appreciated.

    Thanks, Dan
