I have a 99 e46 5speed and I was wondering if anyone knew of good budget power mods

I think you need to mention which engine or car you have
No e30s again.

None really, on an older BMW the best performance mods are really maintenance items such as:
refreshing of entire cooling system
refresh of suspension system front/rear (ball joints,bushings,etc.)
springs/shocks/struts-OEM or lowered sport
replacement of old,worn ignition parts such as sparkplugs,coils,filters,critical engine sensors that can restore engine response.
lighter unsprung weight and grip (wheels/tires)
After all that and you need more ,then you need another vehicle, maybe an M3?
