My right turn signal blinks fast, rear bulb is OK, front bulb 5W is lit with parking lights and daytime running lights, the 21W circuit does not fire. The 5W circuit does fire, (which is odd, I would think it would just stay on steady) so I have a dim fast signal light. Can it be the relay?

The 5 W circuit of the signals, and the centre light in the strip run all the time on my car, I assumed they were the DRL...
Only Canadian models had daytime running lights. Your turn signals are the on the outside edge of the lighting strips - the bulbs are single element 21W bulbs. The sidelight (double element 21W/5W of which only the 5W is used for the sidelight) should only come on with the light switch ON - the 21W element is used for the Canadian DRL's...

It is a C-Spec car, my outside edge bulbs are two element, 21/5W, the 21W is the signal, the 5W is the DRL, center light also has two elements, inner has an H3...

Again, suggest getting new FTP harnesses (63118354385/6). Yes they are expensive; but at least you'll be doing it right, the way BMW intended. You'll have no "fast blinking" And no heat issues. I've removed the resistors, and returned everything to stock, as BMW intended. I had the fast blink before, I thought I had blown a resistor, that's what started all this. So now back to stock, with normal bulbs, and still have it...I'm looking at the relay,
-light switch is 3 position, off, parking lights, lights on

I had an issue with my turn signals when I first got my car. They were flashing very slowly, so I replaced the signal relay and all was well. I'm no expert but perhaps your relay is acting up as well. It was only a $45 part. Unfortunately I don't have the part # as I sold the car and the paperwork went along with it.

The flasher relay can be found in: 3 series 89-00, 5 series 87-96, 7 series 85-94, 8 series 89-99, Z3 94-02...I got one at a wrecker for $2...changed it, and success, all signals DLR etc work as intended...

For only $2 I hope you went back and pulled every relay out of that parts car and will store them on your shelf for future use.
Another possible simple fix. What light bulbs did you use when you replaced your bulbs? I have had similar situations happen in BMWs when replacing the bulbs. Make sure you use the type of bulb for European cars. I cannot remember the numbers, but for the same bulbs there are 2 actual numbers and bulbs. The non-European bulbs can sometimes cause a fast flashing situation similar to yours.
Glad to see that you got a new flasher relay and it solved the problem.
