Wiper pressure adjusting device

Is there a windshield wiper pressure adjusting device (67101383441 or 67528352151 ) on USA cars? There is no wiper pressure control (ASV) relay in place for it in my car.

No - only on Euro and J-spec cars afaik

Ok, can anyone explain, maybe it's the same thing.
My windshield wiper is slow, it moves in a series of little steps.
When it rains it gets going better.
Is it a common thing? Or I just need to rebuild the whole damn thing?



I wanted to get some sound recorded, but due to traffic and 4th gear it sucked, lol.
The wipers also moved quite fast, but you can see the trails on the windshield that they do it in a series of steps.
