I bought a 2003 Z4 a couple years ago, but only received one key with it.
What's the best place to buy an additional key (other than the expensive local BMW dealership)?

Local dealership is usually the easiest place due to having to provide proof of ownership paperwork.

Yep, BMW dealer... not only 'proof of ownership', you have to provide copy of your drivers license or passport.
We just spent $400($324 for key plus $70 to have it programmed due to 'convenience feature') for a replacement key for my kids e90.
Larchmere Imports in Cleveland quoted me much cheaper than a dealer a few days ago. They were in the $200's.
The dealer will not program the car to support a key purchased off eBay. There are some locksmiths who will register it in position 10 to avoid conflicts with Genuine BMW keys. You can also purchase the gear and do it yourself. These all require pulling the ECU I believe.
The other option is to pull the transceiver out of a valet key and install it in the eBay key. You may need to disable the transceiver on the circuit board though so they don't conflict with each other.

In my opinion this just complicates matters,
buy the keys from the dealership,
expensive is irrelevant!!
