No power steering left, from start only

Here's a weird one. Put a new rack doctor rack in our 318ti. New lines and such as well. Car drives great. Except ... if parallel parked on the right side of the street and have to initial turn left while standing still, there is no power steering. Once underway the car drives fine. Doesn't do this on the right side. When we installed we did the usual bleeding procedure (repeated full-lock left-right turns).

Ideas?

Is there never left assist or only the first time turning it?

From a standstill, no left power steering. Otherwise works well in all circumstances.

I would call Rack Doctor for tech support. It sounds like the Rack is leaking internally.
