07' 530i has red car and lift in icon box. id code 21 and 22.....

still a newbie here. it took me forever to find the proper understanding of what the car is trying to say. As I hook up the battery, all that happens is the red car and lift light up and a single chime goes off. No ignition lights,no key only instrument lights and interior lights go on. Finding the list of what the icon box means showed I.D. code 21 and 22. Here's the real question, what diagnosis system will hook up the the obd2 port and be able to communicate with whomever and determine which of the two codes it is? The car seems unresponsive to show ignition to then run a reader on it. Does the INPA K-can still get inside to diagnose? Or am I unaware. Really. Please quiz me as to anything I have left out or need to expound upon. Your answers are huge to making me do the repair not the dealer.
