Although they could all be related due to physical damage such as a collision or cut wire, I'll assume that's not likely here.
So the low beam first. Change the headlight. The outboard are actually low-high beam lights with two filaments. In low the low filament glows. In high the high filament glows. In other words; two lights in one. The low filament has burned out.
Likewise the fog lamp is likely also burned out.
As for your turn signal, fast blinking usually occurs when one of the lights is burned out; front or back. Other common causes are a bad ground, corrosion in the socket or other electrical problem. Determine if it's the front or back that is out and start there.
