1998 BMW Z3 1.9L Oil Filter Question.

Quick Question: Noticed that the oil filter makes contact with a flange on the lid, and this makes sense. But I don't see any sort of flange on the bottom. What I see is an irregular surface that could bypass oil from one side to the other without actually going through the filter. Is this normal?

I just found out that the Filter rests on 3 stops and the felt rides over the wide part of the spigot. This after cleaning the oil out on the bottom.
