The system operating pressure is typically different from relief pressure.
The relief pressure comes into play when additional force is encountered and what ever pressure the valve is set will be the max the pump can put out and excess from the valve gets dumped back in the reservoir,
Like I said if it gets to it and I take a reading from the working valve , it’s an indication of what the other one should be.

To be able to move the top manually, you will have to activate the red emergency release handle in the trunk. Review post 14 in this thread and your owner manual!
