I was in London for a few months and finally got back up to where my 94 740il was stored as I plan on doing a 6 speed swap this summer. I jumped the car and the hazard signals stayed blinking as soon as it turned on. I looked over the relays and noticed the blinker relay was ticking and because I needed to drive the car back at night, I removed the hazard light fuse which solved the problem temporarily. I am wondering what could be the source of the issue as well as if anyone has encountered this before?
In addition, when I pulled out of the garage space I noticed a rubber ring that looked like a donut sitting on the ground which had broken and fallen off sometime while I was away (I'm guessing due to the old age). I attached a picture of the piece and am wondering if anyone knows the name of it as well as what it does?

Hi. My guess is the "crash relay " part 1388 533 has given up. I had same issue a few months ago. Either that or the indicator relay is a goner. That part that has dropped off looks like a support ring from the rear muffler. Hope I'm right and that helps a bit. Good luck

I agree that's likely an exhaust donut. It's possibly even a non-BMW exhaust donut that someone made use of, when the stock item couldn't be found.
On many older BMW's, after reconnecting the battery cables, I've often had to push the hazard switch twice, to shut them off. I'm sure locking and unlocking would accomplish the same....unless, of course it's a bad relay, as shogun suggests.
