Hi everyone,
Just noticed a whining noise coming from around the alternator/dipstick, wondering if anyone has any idea what it could be (video below). This only happens when I turn the key to position 2.

I suspect Secondary Air Pump,
or also called Auxiliary Air Pump,
should run normally about 60-90sec,
upon startup, totally normal.
Yeah, only thing is, the secondary air pump is over in the right front corner, behind the fog light. There is another pump down there where he is describing, can’t remember what it was.

After reading the post, listening and being pointed in the right direction, MIKYZZ4 is probably right. They make weird noises. My last e39 sometimes ran for the full 15 minutes and could sound like a swarm of bees stuck in my dash.
My current e39 sounds the same as yours but not as loud.

OP is concerned about the sound heard in the vid,
occurring while the engine is not running.
That is the auxiliary coolant pump. Part # 64118381989 or #2 in the diagram below:

It runs when key is 'ON' regardless of what the engine is doing. Completely normal.
Snotty is correct; secondary air pump is in the passenger wheel wheel behind the fog light. It has a tube that connects to the round aluminum canister looking guy hanging of the side of the front of the head. If you are hearing a 'jet engine' or 'helicopter' sound when the car is first started, that hose may have a hole in it or be disconnected.
