Engine light not on but have codes p0301 and p1423

Some one can help me . So i found out what the codes are but im thinking that the person who sold me the car a year ago disabled the check engine light. How can i get it working again. 2000 Bmw 328i.

The engine light should come on with the key on and engine off. It will go off after starting unless there are current codes.

The check engine light/service engine soon light is on only when an emissions related code is present.
