I currently have a 2000 323i 5 speed sedan but the body an interior is in pretty rough shape, and I have an opportunity to buy a 1999 323i 5 speed sedan, for a few hundred dollars. Are most of the parts easy to transfer? Most importantly the interior and body parts? Thanks

Yes, most of that stuff is swappable. Now if we are talking about electronics, you should still be good as the E-46 from 1998 thru 2000 are pretty much the same, it is after 09/00 or MY-01 is when the changes started to happen.
