    Convertible rear shocks

My convertible top is not functioning and is in the manually locked closed position.
Mechanic is claiming he can't replace the rear SHOCKS until the top is operating. Is this accurate? Isn't the SHOCK tower located in the trunk and accessible?

On a vert, it's under the tonneau cover so the to needs to be half up (when the rear of the top pops up) to easily access them.

Much easier than a coupe...no bending over in the trunk lol.
