Alright I'd like to preface this by saying I've already searched forums and read what I need to read related to this subject. I also own a Bentley manual and have gone through every step diagnosing my electric fan. Next, my car is a manual '96 M44 318Ti with an electric fan that has the common "fan only works with A/C on." At some point in the car's history the fan was replaced at least once so it doesn't have the silver tube resistor. Also I'd like to point out my gauge on my dash does not work. I'm reading temps through the Torque Pro OBD2 app. So far I've done the following,

Replaced both relays
Replaced both Temperature switches
Jumped Cooling Fan switch, turned on fan only on high speed not low speed when jumped
Removed Low Speed Relay and jumped terminals to power fan, fan came on

I'm not competant when it comes to electronic diagnosis but to be as thorough as I can, my voltages are as follows,

Temperature Switch
Low Speed 9.8 volts
High Speed 11 volts

Low Speed Relay
Terminal 30 11.4 volts
Terminal 85 11.4 volts
Terminal 86b 5.3 volts

High Speed Relay
Terminal 30 11.4 volts
Terminal 86 11.4 volts

So before I buy any more parts, is it safe to assume my fan's resistor is to blame? Also, should my Low Speed Relay's Terminal 86 be blank in the fuse box itself?
