Hello I am asking for some help on my e38 2000. I just installed a new fuel pump today to try and see if the car will start. I placed the pump in and hot it wired up all correctly but the car still won't start. I unplugged the fuel line where the fuel pump is and no fuel came out the line. It was dey as a bone. I thought hmmm surely there should be at least a little fuel. I also noticed that when looking inside the gas rabk where the pump sits , there was no gas. I looked and there was gas surrounding the little housing where the pump goes but not actually inside the housing. Does the car pump gas into that housing then the fuel pump sucks up that fuel? Or is there always supposed to be fuel inside that little housing. I'm going to fill the gas tank up all th3 way here soon and maybe that will fix the issue and also freshly charge the battery. Any inputs I could really use some help. Also no check engine light at all when in position 2

The surge tank can be empty if fuel was not circulating- the tank circuit is shown below:
....and it shows that the fuel pump pulls fuel from both sides of the tank and into the surge tank, but only if the fuel is circulating the system. So, get enough fuel to spill into the surge tank and see what happens next. The fuel pump only runs if the engine is cranking or running - so don't expect it to fire up when you switch the ignition ON, it will only run for a second or so and then stop again until the engine is turning.
