Not sure why "they" care if an engine about to be replaced will turn over but all you need to do is put a wrench on the crank pulley bolt and give it a turn, or not. If "they" can't figure this out you ought to find a new "they".
Randomly swapping components of the EWS can cause trouble requiring recoding. The instrument cluster may also be involved, swapping those around results in a tamper dot on the odometer. Others here will know more but I'd not be swapping EWS stuff until certain of an expected outcome.
