13k miles? I have a hard time believing it to be honest. Being the first owner, he may have disabled the speed sensor or removed the original IKE-LKM-EWS until he/she decided to list it for sale.

VIN search confirms there haven't been any ownership changes or other odometer readings. I share some skepticism, but it seems weird to go to the lengths of driving without a speedo for thousands of miles or swapping out those modules with the foresight that they'd try and make bank off of it 10 years down the road.
Never said they’d go without a cluster all those years. However tey can grab one from any junkyard and perform a swap until it’s time to sell. Another option is a close relations with the BMW dealer. I had more minty seats in my 46k, 30k and 38k mileage E38s. Pretty much no wrinkles and completely matte. But it may very well be a true low mileage car. It’s just I know what an original 10k mileage 2000 era BMW looks like. I had a 8k mileage E46 M3 just last year.

The mileage records seem legitimate to me. I don't see why someone would attempt to preserve a run-of-the-mill 740iL this extensively with malicious intent. That being said, this car would find a much more welcome buyer on BaT.

I haven't had the pleasure of a Model 75...My Alfa was a 1968 Giulia, Italiano-tuned daily, until she converted the horses into dogs, and finally slugs.
I got my grins, she got her deserved rest.
My ex-wife thought I was disgusting too, but she was bi-polar so her observations were erratic. And no, I didn't shoot her......

The Alfa 75 is a horrid piece of trash, with a scavenged chassis that flexes like a wet toilet paper roll, a horrid gearbox arrangement which makes shifting something that may happen occasionally and the worst electrical build quality in the history of Italian cars - and that's saying something. The least bad thing are the engines, which are shining examples of acceptable early-1970s technology.
Alfa made some great cars - up to the early 60s - and some decent ones in the 60s. Afterwards they're best forgotten. The actual best cars, those that made the brand, are from before the war... born and raised in Italy, BTW, so I have seen and driven a few (...) of them.
