Good morning,
I have seen a lot of posts about swapping motors and it is a 50/50 for easy to don't do it. My 97 740il is in great shape inside and out, but the motor wont run very well and wont start when it is cold (along with smoking a lot) So I pick up a 95 740Il that has a great motor and some other parts I might swap. Since the 97 has the ODB-II and the 95 OBD-I I am assuming that I have to swap out the wiring harness as well? Correct? Do you need to bring the computer over from the 95 as well?

A few members here have done it. I don't think they swapped harnesses but adapted a few things to make the original harness work.

This thread confuses me he says he put a m62 in a 95 but he also says he didn't want to replace the m60 because of guide failure?

It can be done with 97 harness but you need to understand how the cam timing works on the 97 harness. 95 uses a dowel pin for tdc where the 97 uses a reluctor ring and must be in exactly the same location and you will use the flywheel off the 97 for crank trigger, not the dampener location on 95 other than that easy-peasy I would also use the headers from the 95
Edit: you can use the m60 intake but the m62 intake will make a torque monster something you can play with.

Much easier done on your car. I went from a vanos 99 car to a 98 740i harness to run the M60. Need to correctly locate tdc on the 97 engine/cam reluctor wheel and space it correctly to the cam sensor on the right bank. 20 thou clearence. Also need to change the flex plate to the one on your 97 timing gear. M60 is magnetic, M62 hall effect.
