Hello I am looking to buy my first e36 and I have found something that interests me. It is a 94 325is with the vanos m50 for 3600, I have a budget of around 4.5k. I am not too familiar with m50 or vanos engines so I was wondering if anybody with experience notices anything from these two videos the seller sent me. Thank you

Yeah, you could probably find a high mileage M3 that's about as beat up/molested as that 325is for $4.5k or less. "Small rust under paint in rear quarter" sounds fun and expensive.
IMO you should try to find an M3 with solid mechanicals. Even if it needs some cosmetic work, if you can put the work in to clean it up you can get value or even profit out of it, and clean M3's are going up in value. A 325 on the other hand is not going to be worth anything, and is just as expensive to maintain as an M3.
