M-Techie - Dealer. The ebay specials look like it (at least the front), but the rear diffuser is acceptable. If going all OEM including the license plate base, you are looking at a lot of money before paint.
Alpina - Knock-off front splitter on everyone's favorite site mentioned above (about $250). As far as I am aware, there are no Alpina side skirts or anything else). My guess is that if you hit it once, it will be gone.

They've increased by that much? Which i do find a good thing but WOW. I paid 817.00 + 99.00 for Freight back in the day for each set, Bought 2 extra's and glad i did.
The last front I bought was $940 from GAULT (with discount)

$819 for the front from Sterling... what gets you is all the other bits you need too...
Basically, EVERYTHING you need to put a CSI kit on a non CSI car will run you ~$1800

I really wanted it stock. But whoever Owned it before has crappy front and read bumpers and China side skirts.

The early years (91-94/95), the transmitter was an attached fob, after that it was an integral transmitter key. You need to find a "newer" key, you need to match the transmitter frequency.

Where can I buy the complete kit from?
To get a complete kit, in addition to what you see, you will need all the supporting brackets and duct work to make it work properly. Since you are in California, check with some of the local BMW dealers out there to see if they offer BMW CCA discounts. Scott at Gault BMW many times offers the best deal (and will meet or beat anyone), but you would have to ship it from New York where Gault is located to you in California.
If you have not looked at the Clarion Builds 8, look it up on the Clarion site. But - one thin you notice is that you can see daylight through the opening in the lower front CSi spoiler. That is because they have either the incorrect duct piece in there, or none at all. It can be done that way, but it does not direct air totally to the radiator without the correct piece.
As an FYI - a genuine Alpina front spoiler, which is attached to the lower OEM BMW spoiler and comes as one unit and fits up the same, is over $2000. Ask me how I know..... The eBay knock off is just the reproduction lower lip, which then has to be bonded to the OEM lower piece. Alpina B12 5.0 cars only had the front Alpina spoiler. Alpina B12 5.7 cars, of which almost all were based on the CSi, had either the Alpina front lip spoiler (or 3 cars were ordered from Alpina with the CSi front spoiler), and the rear CSi "spice rack" diffuser.
Another option would be a Racing Dynamics K55 kit - if you can find one. I personally think they are one of the nicest looking front and rear spoilers out there other than Alpina, or CSi. The issue is finding one... But - I know where there is a new front spoiler and rear diffuser (not the wing) lurking as I had one several years ago and sold it to someone. I think he still has it in the box. It would just be getting them to sell it. Here is a picture:
