I'm just curious if you tried to stand pipe method so that you could fully submerge the valves and let them soak. This would also let you see how fast leak down is. If the Rings are too worn or stuck it may be leaking down too fast to have any effect on the valves. If it were me at this point out at least pull a valve cover look for anything obvious such as worn cam lobe, lack of oiling, collapsed or a stuck lifter.
I found that I wasn't really able to get the liquid to stay in the cylinder long enough to soak. To really be able to do it I will need to pull that VC as you suggest to make sure the valves are closed. Probably will try that tonight or this weekend. At the moment I have it over at the mechanic I use for things I don't want to do to see if he has some insight.
Best of luck! And I agree with you about TCGs... I can't image pain it would've caused after replacing them and this happening. I would burn the car or roll it off a clif while sobbing like a baby.

Turns out the problem was a burnt valve. Ended up selling the car to a good owner who pulled the engine, removed both heads and sent out for cleaning and installed a new valve. Car continues to live. At least it got into the right hands.
