Car for sale -- dealer says it needs a valve or head re-honed?

There's a very sharp 2006 330xi for sale at a local dealer. It's $2,500 because it has high miles (189K) and the dealer says that one valve isn't working. He added that the fix is to have the head re-honed, or maybe he said the top of the block. The cost would be 800-1000, he said. Can anyone explain what's going on here and if it makes sense?

    Thanks a lot!

Actually none of it makes sense. But it sounds like the perfect opportunity to walk away from a disaster in the making

A stuck or broken valve isn't fixed by resurfacing the head deck. That said, you can resurface it for a lot less than a grand; a third world fix for head machining is to lay the head on a sheet of emery cloth, attach strings to either side and pull the head back and forth. In the first world though we just have a machinist do it ($90). I'm not as adventuresome any more and would stay away at that price.
