Would a 17x9.5 +20 fit on my '99 e36 m3 convertible with stock height and non pulled or rolled fenders?
No way in the rear. Maybe in the front, depending on tires.
I run 17x9 ET42 with 245/40 tires (that run wide) and if I went any wider in the rear I'd need to roll the fender. The front could probably take a 255, and I use a 12mm spacer in front.
For the E36 M3 if you want a matching set of wheels and you want to go wide on the wheels/tires, you need the offset as high as possible and at least as high as stock which is ET41. Every mm below that is one mm less space between the tire and the fender, and these cars have very little extra clearance in the rear beyond stock. They do have a fair bit of clearance in front, and I've seen some people running lower offset concave wheels in front and higher offset wheels in back. Given that I use a 12mm spacer on mine and still have some room, you could get a way with a lower offset than stock in front but ET20 with a 9.5 inch wheel would be pushing the limit.

I don't think it is worth trying to make them fit. You would need more negative camber and fender work. Then you are going to end up with tires that are going to be tall on the car to fit the wheels.
