Headlight help

As I work through the car, the fixing the pop up headlight is an area I would love feedback:


-I am having a problem with the headlights not wanted to lower when the lights are turned off. When turned on they cycle yet when they are turned off, the do not lower. swapped a good head light relay and the problem persists. The connector is for the AUC (air quality) sensor - which you probably don't have!

Right...didn't come on US model.
