When installing the Idle Air Control Valve, which way is the arrow on the valve supposed to face? Upward facing the manifold or downward? I installed it with the arrow facing upward I believe, and now when I start the car, the RPM's are sky high. I also installed a new throttle cable and accelerator pedal bushings and did adjust the cable so that the throttle plate is all the way open when the pedal is pushed all the way in. Something is making the rpms be too high and then the needle just stays, it does not come back to idle rpms( say around 750). Something is stuck.
I was thinking it is the idle control valve but it could also be the throttle plate?
At least the car is starting now. Went to dealer and got a new fuel pump relay and it started. Also, having a new battery made a difference.
Hello - the arrow on top of the ICV. It is supposed to point towards the block.

You have it correct, it points up towards the manifold (down towards the block is incorrect).
Your throttle cable is probably holding open, so you gotta do some adjusting.

Adjust the throttle cable to close the butterfly valve... that'll bring the rpms down.. had to do the same to mine after replacing the cable.
