Remote control programming

Me again with a newly purchased 1994 530i Automatic.

The car came with 2 key remotes but neither work. For starters, replaced the coin cell batteries and the red light comes on when the button is pressed. Pulled the back seat and located the black control box. Followed the procedure to re-sync the remotes (removed the small PCB and inserted into the connector in the control box) but still nothing. The procedure says there’s a red LED on the dash that should blink when programming is successful. The only LED I find is on the radio (near the volume knob). Is this the LED referenced in the procedure? Doesn’t blink anyhow.

Has anyone successfully re-sync’d the remotes?

What's your exact production date? 1994 was the transition year to EWS2--for that you need to follow the E39 procedure.

I’m thinking the receive unit is defective. Can it be swapped with a salvage unit or is each receiver unit coded to a specific car at the factory?
