I have a 1990 BMW E30 325i 4 door sedan. The steering wheel is the original. The rubber cover on the wheel has come "loose" on the upper part of the wheel and it will rotate about the inner wheel's ring.
I assume that some kind of bonding agent has aged and broken down so that the rubber cover is "floating" around the inner support ring. If anyone has experienced this and has a fix, please let me know.
I am thinking of injecting a rubber cement or epoxy into the rubber cover to fill the un-bonded area and re-bond it to the wheel's inner ring. I would need a syringe with a small opening that will inject cement or epoxy. Any ideas or suggestions will be very helpful and greatly appreciated.
I have had it happen but I always just got a replacement steering wheel and never tried to fix it. I think your idea sounds good though

Your idea sounds good. I think that gently heating up the wheel could possibly help the rubber/foam to re-bond, but that would be pretty risky.
Are you talking about the stock 4-spoke wheel? I've never had the issue with one of the stock leather wheels. If you want to replace it, the stock convertible 3-spoke wheel used to be a super cheap swap.

Disposable syringe and Super Glue. Squirt some in and massage it around as it sets. Works fine.
