There is a wiring harness that connects the Alternator, throttle body, ICV, starter, MAF sensor, and a few other components. It rest right beside the oil dip stick. Mine is having a very weird buzzing noise and It usually doesn't sound so loud. It hasn't been this loud before, is it on its way to its final functionality ?

Not sure of the problem but the part appears to be:http://www.realoem.com/bmw/enUS/show...diagId=12_0988
Engine wiring harness, engine module 1 09/1998 12511439175
Tell us more about the noise. Which key positions make the noise? Does it happen when the engine is idling and/or revving? Did you make any repairs/replacements before the noise started? Do turning accessories on or off have an effect? Are you sure it is this module and not something near to it?

Oil change (forgot to adjust service light though), and starter, but the car was already having issues before i needed to replace it. Though after numerous test my starter was defective, a new one didn't help the no crank no start issue. i laid my hand on a few different componets while having my buddy turn the key. I found that nothing but this electrical box is vibrating/buzzing. it starts as soon as you turn the key, in both positions.
Here's a link of the video i recorded of the sound.

Mine makes a noise like that. Does continue for a short time after you remove the key?
My current guess is the auxiliary water pump sending hot coolant to the heater core in the cabin.
The pump is clipped on the engine fan shroud at the bottom left. I know it is not very close to the harness you pointed out but splash guard under the pump could be bouncing the noise back up, which could be misleading. I suggest you remove the guard and get an ear closer to the pump to verify.
Google search pictures for "e39 auxiliary pump"
Here's to it not being that expensive, complex harness
