Before you flame me, I've done advanced search and I've read a bunch of threads related to tires. Unfortunately, they don't really seem to apply to my exact question/needs.
I have a 2002 530i (Base) with around 36K miles on it. The tires currently on the vehicle (Pirelli Cinturato P6 H-rated) are old and dry-rotted and need to be replaced in order for me to pass inspection.
I'm a slightly aggressive drive but I don't necessarily need performance tires. I'm mostly driving this car too and from the office and on errands.
Anyway, I'm in the market for a complete set of tires. Here is my particular situation:
- Mileage - I only drive the car approx. 8K miles a year (just got it a year ago)
- Same size tire all around
- Sound - I'm looking for something quieter than is currently on there (road noise seems to be an issue but is that related to dry rot?)
- Slippery Conditions - Obviously I'd like it to perform well in wet/slippery conditions (in snow, if necessary, I'll drive my Toyota Highlander)
- Treadware - I'd like these tires to last a decent amount of time so I don't want something that'll wear quickly
- $$$ - Looking for a good value. Not the cheapest tire which will die on me quickly but something balances between quality and cost.
Finally, a friend of mine has a used car dealership and can get me a discount via tirerack.com. Is there a good choice among these options or should I consider something else?

I've always had good luck with Michelins. Go to tirerack.com, and use their selection process.
There are two downsides to buying from Tire Rack: You will need to get the tires mounted locally (they do recommend shops, and will drop ship the tires); warranty adjustments will be handled from their warehouse, and not locally, so there may be some delay.

As other members have suggested, Michelin tires are excellent. I've also had really good experiences with the Hankook Ventus V12 Evo 2 tires - they're lasted forever, handle really well, and are fairly quiet. Just my 2 cents, best of luck!

For your priorities - which sound like sound, dry traction, and wet traction first , and price and treadwear* on the second tier, I'd strongly back the AS3's. Won't be the absolute quietest but will be pretty good, and, be really great wet and dry traction.
Well positioned request for such an old topic BTW, for any of these "which tires/suspension/exhaust is BEST!?!?" Threads the difference between annoying tedious and fine interesting to answer is when someone gives a solid rundown of their priorities, since ultimately, single "best" is an invalid concept.
* I know you say wear is important but at 8k a year, for anything "moderately decent" on an absolute scale, you should be facing dried out / hardened rubber about the time you wear them out.

I really like Kelly tires. They are made in USA as well. Don't have exact model but bought fromgoodyear. I'll update when i see model.
I don't like Michelin, as they've always caused problems for me. They wear quickly, have weak grip, deform easily, and have left me stranded several times. I've had about 4 sets of michelins in my life but never again. Don't let the price and brand name fool you. It's a french tire company that focuses primarily on equipping brand new cars from dealer/factory.
I like BFG, Dunlop, Yokohama, Hankook, Kumho, and some Falken
I've never complained about the Continental DWS all seasons that I've been rolling on for about three sets now. This last set I'm on is the newer DWS06, grip seems the same for me, the thread pattern changed a bit, wet or dry, you slide them, they are predictable, I like 'em.

If you had 4 set of Michelin whatever whatever all season civilian tires, uh, maybe. Anything otherwise is loony retard shouting at clouds.
I'm not Michelin only fanboiz, and indeed they aren't cheap so I too buy Contis and Sumis and other tires... And I'd easily buy budget tires like kooks or Kum-ho's, or Falken if I was an autocross or driftards dude chewing through rubber... but Pilot line tires are some of the best you can buy, and have been for ages.

I've found great success with Sumitomo HTR A/S P02 tires I have them on both my 528i Sport and winter wheels for my M5 (Doesn't see snow but wanted something that could handle mild winter weather). Both cars have 235/45 17 tires and they cost $71.25 each, which I think is a great deal. Confident in wet weather, and good grip in dry while remaining quiet.

ah, what I wouldn't give for a good oil thread right now.
I like the Continental Extremecontact DWS for all-season tires, they work quite well and are reasonably priced. Sumitomos and Hankooks are good too if you have a tighter budget.
I could never justify spending 1/4 the value of my car on Michelins, especially with how quickly I go through them (the V8 eats tires, especially the way I drive it).

Seconded. Picked up a set of 4 with a $70 manufacturer rebate. Can't beat the price for solid tires. Had Conti DW (dry/wet) on them before and was also quite happy with them, only reason I didn't buy them again was because I got a good price on the BFG's. The Conti DWS are all seasons (dry/wet/snow) which aren't particularly great at any of the three. Since you have a dedicated winter beater I'd stick to the dry/wet tires
