Can I replace my adaptive zenon headlights the entire assembly with good ole halogen headlight assemblies. My zenon are so low on light output I have to use my fogs to light up road. . I have scoured the internet for a good used pair without sun hazing on the lens and have not found any. Any suggestions on buying some new or used.

They will not work directly.
Why would you want to go to halogen? If the output is low on your HIDs, you have a problem.

Not really. You have a bulb and a ballast. I've had my car for ten years and I just had to replace a bulb around 6mos ago.
By the time you spend money to swap in lower performance lighting, you could've likely resolved your HID issue several times over.

It can.
Typically with xenon you'll notice the light turns purple and the output decreases dramatically. The bulb could last a day like this or a year. Typically when this occurs, then it's appropriate to replace the bulb.
The decaying insulation is a BMW issue of this era. Many have resolved using spray on insulation.
