Basically, I sprayed the expansion tank and all around it (including air box) with water. Leftover Oil was in cooling system from previous issue and I drained it out (drainage also had a tiny amount of oil) but I put a hose and sprayed (NOT PRESSURE WASHER) into the expansion tank and rinsed out all the layered oil inside of it. It rose to the top and bubbled out so it got all over the expansion tank so I sprayed everywhere around and under there. The air box is sealed and seated correctly but I did get water all on the alternator, belts, basically all around the expansion tank. Is it safe to drive/start? I didn't cover the alternator because I didn't take anything off.

You should be fine. Getting water outside and on the alternator should not be an issue. Remember, these items are already exposed to the elements. As long as you didn't spray water directly into the intake system, I don't see you having any issue.

At tap water pressure you are pretty safe in and around the engine. Pressure washer is a totally different story.
