Top goes 99% up. But won't latch. Is this a DYI? If not, any $$ estimates? Appears to be driver side. But also appears out of alignment. Any info would help!

That is EXACTLY what mine did - stopped a few inches from closing. Opened the harness and found the GREEN wire to be severed. I used this video as a guide:

In this video, the user removes the retaining clip - I found it slid down the wiring while still in place on the sheathing with little effort.
