one reason a lot of people on here use PC based software is because you can get dealer-factory level abilities in both diagnostic and coding/programming for VERY cheap.
Handheld units that even come close to the ability the free PC software that is floating around is capable of will run you $10,000+(autologic is one that i use and am familiar with). Of course if you dont need the full suite of coding and programming options your costs go down considerably and you can pick up one that will work with your phone for around $30-100(many require you to purchase the BMW software on top of the dongle cost in order to have full access), or a self contained unit for around $1000-$2000.
It really comes down to what features you need, and the environment you are using it in.
If your just a DIY'er in your garage, and only looking to read and clear codes then a phone dongle is likely your best bet. If your an advanced DIYer and also want to experiment with coding and programming then the multitude of programs floating around these forums along with a $15 USB cable is likely what you will want(there is considerable more time investment in the setup and learning curve with the PC software compared to a phone application).
If you are a professional and are operating a general repair shop the $1000-$2000 self contained units will likely suffice. If you are a specialist in BMW or any specific manufacturer then you will likely want more then the basics and should look at units such as the autologic.
