Well, bad luck in a sense, but also hard to put the blame on that alone. Their cars had mechanical problems or were slow, you can't keep having such unreliable cars basically not losing because of luck but counting on luck just to finish...
Since Le Mans can kill your dreams simply because of a puncture you can't rely on only having one or two cars at the top. And VW (Joest) had shown them for years how it's done: you need at least 4 cars and seriously commit. What do you gain from half-assing it for many years with the only result being basically losing to your only competition in the class, when you can throw everything at it for a few years and take the glory of the win along with all the financial&image returns that come with that to cover much of your investment!
Toyota's track record is not great in F1 or Le Mans. Pathetic really. They've mostly just embarrassed themselves by throwing lots of money into the sport and then not winning. Sure, they like to use that as a training and motivating tool for their internal workforce, but one would think that they'd want to win and not be seen as perpetual losers.
