My guess is that the speedo repair guy sent the unit to North Hollywood Speedometer.

Last weekend I finally put the cluster back in the car, recharged the battery (dead from sitting 6 months), and replaced the fan belt which had been squealing. Test drive revealed that the speedo needle shaking is greatly improved. Now the speedo cable is noisy though.
Last night I took it out for date night, and on the way home I noticed the headlights were getting brighter and dimmer at random intervals. It started happening a bit more frequently, then about a mile from home they went out completely. All the other lights continued working, so it doesn't seem to be a general electrical system problem. I turned on the hazards and made it the rest of the way home without further issue.
Kind of a weird issue, my first guess without actually looking at anything yet is the headlight relay or relay circuit. I had the entire headlight harness apart to fix a different issue last year so I'm dubious the issue is in that region.
Ever since the car got hammered by hail last September I've been pretty much over it and ready to move on. Not making enough time for it means new issues from sitting arise faster than I can address them. I'll probably fix the easier ones and leave the more insidious things as a challenge for the next guy.

Hang in there, don't give up. Is you alternator/voltage regulator putting out steady voltage? Fuse resistance, etc. Is the hail damage still present or did insurance pay for PDR? My biggest fear is hail damage to all my cars since they mostly sit outside. Car covers help.
