I love driving my 2010 550i M-Sport manual. Drives great even after 115,000 miles.
I started getting white smoke from the exhaust after idling once in a while and the dealer said valve stems need to be replaced and it will take many days and cost $7000!!!
After research, it seems AG Tools in California developed a special kit to allow replacement in a few hours.

Does anyone know any independent BMW mechanics or shops in the D.C. / Maryland / Northern Virginia area who are experienced at doing this job for a reasonable price?
Any help would be greatly appreciated!

Did you try the M5board?

He said it's on his 2010 550, not the 2000 M5 in his "My Cars" profile.
I can't help since I'm not local to you, but "replacement in a few hours" is a joke even with the tools!!! We have the tool kits here at work for N62, N63, and N63T. You know what? Every guy in the shop still drops the motor out of the car to do the job. Doing it in the car is terrible! It's well worth the time for us to just drop the motor out the bottom.
