Yep, but Tost did mention the Singapore GP accident as a factor as well. Let's be real here - after he was demoted he had a very limited window in which to prove himself and he didn't do it. If anything, he got worse.
Agree with BU that his only option is Rubles....

Can someone please explain to me what the big fuss is about Hartley's performance at COTA? He was dead last for most of the race, yet all the media outlets are praising his performance while Kvyat gained positions and finished in the points, yet he gets the permanent boot after only one race back. I realize that Hartley has some potential, but it has only been one race and a pretty lousy result at that. I guess he didn't crash...?

3 - on his way but he's learning. The pirelli tires used in F1 are completely different from any other tire in any other race series. They are designed and made to deteriorate/degrade quickly (but without falling off a cliff) and they work as requested. The FIA mandates this. So, these tires only work in a very small margin (temperature wise). Therefore it's really easy to destroy the tires (remove all grip) if you don't manage them properly. Get them too hot and they'll degrade even quicker. Too cold and you'll have no grip. It's a balancing act.
Another note about tires:
Tires are currently (and have been for many years now) the black art of F1. The FP sessions are spent trying to understand the tires. How long they will last, what temps are best, etc etc. Maldonado won his GP because Williams lucked into a setup that made the tires work and last. In that year in particular no-one understood the tires. Now the teams understand a little more but it's also a little hit and miss. Teams made huge errors in their tire strategies at the USGP - this proves that they really battle to understand the tires.
Hartley also said that driving an F1 car compared to the LMP1 he's used to:

Watching the interviews today and Max is still upset that he was penalized. He still doesn't think he was wrong in cutting the corner and he says he never gained an advantage because if it it was an advantage he would have done it every lap.
