Cant figure out if i have bad Enet ICOM Cable or laptop

Hey guys, searched all around with no luck. From what all you-tube videos say once plugged in and 12v supplied either from obd or manualy computer should see a new " network". At which point i can punch in the ip and get in to it to adjust settings and firmware.

But no matter what i do its showing that the cable is " unplugged". ( Its basic egay version of cable)

Initial issue was that it would not come up on "iradar", i read that i have to update firmware for that. Which is what brought me to the issue where it does not appear to be recognized by laptop network card(or simply not powered on due to internal issue of icom cable). Obviously putting in any preset ip addresses for enet cable doesn't work as its not powered on so i cant update.

Or could it be soemthing else that i am missing?

ENET has nothing to do with ICOM, firmware updates, or iTool Radar.
