My rocker panel fills up with water and it enters driver's floor pan through the rusted seam between the 2. I have identified and cleaned out sunroof drains, but what does rocker panels drains through? Rocker fills up after spraying drivers side with water from the outside. It doesn't look like windshield or side gaskets have any leaks. '96 coupe.

I thought they had "seam" drain slits below the door hinge location and where they terminate at the wheel well liners, no?
Hmmm... I wonder if I accidentally "undercoated" those slits... Do you any further specific on what to look for and where under the liner?

The first photo show one of the weep drains that are located along the rocker in two locations inboard of each jacking puck. I've seen water drain from these after washing the car and there are two at the same locations of each side so I believe they are designed for rocker drainage.
The second photo shows the seam drain at the front of the car below the door hinge location and in front of the jacking puck. It's the same on both sides so I assume water can drain at these locations too:
i don't have a photo of the fender liner locations but when I replaced the fronts I could see where water can flow forward to the fender liner and drain behind the front wheel.
